Professor Fleeman is a Senior Technical Reviewer in the Office of the Associate Chief Counsel (International) of the Internal Revenue Service. She handles a variety of subject matters including, but not limited to, cross-border compensation issues, foreign trust reporting and taxation, and tax treaty interpretation. She has represented her office at tax treaty negotiations with several countries. She also has participated in OECD working groups looking at pension and stock option issues. Prior to joining the IRS, Professor Fleeman was in private practice with Arnold & Porter in Washington, D.C., where she worked primarily in the areas of international taxation and employee benefits. Before receiving her J.D., she worked as a professional librarian at a number of libraries, including the Jacob Burns Law Library at George Washington University.
