B.S., High Honors, Northeastern University; M.P.P., J.D., cum laude, Harvard. Professor Gardner was appointed as the Maryland-National Capital Park and Planning Commission's General Counsel in April of 2000. Before joining the Commission, Professor Gardner engaged in private legal practice for more than ten years, including his terms of leadership as general counsel for a construction material supply company operating in several markets along the eastern seaboard, and principal of prominent regional law and lobbying firms. He is also distinguished as one of the youngest department heads in the history of Prince George's County, Maryland, where he was appointed in 1990 as Executive Director for the local government's Minority Business Opportunities Commission. Professor Gardner is a member of civic, charitable and professional organizations, including the American Bar Association, the National Bar Association, Maryland State Bar Association, the voluntary bar associations of Prince George's and Montgomery Counties, Maryland and the J. Franklyn Bourne Bar Association. Professor Gardner is currently admitted to practice before the United States Supreme Court, the United States Fourth Circuit Court of Appeals, the United States District Court for Maryland, the Court of Appeals for the State of Maryland, and the District of Columbia Court of Appeals.
