B.A., Princeton; J.D., University of Virginia. Professor Harr is a Vice President in the Law Department of Motorola Solutions, Inc. He was managing partner at the Washington Office of Oppenheimer, Wolff & Donnelly and prior to that, was with Covington & Burling. He served on Binational Dispute Settlement Panels under the U.S./Canadian Free Trade Agreement and was on the special impeachment inquiry staff investigating Richard Nixon for the House Judiciary Committee. Professor Harr has lectured on antitrust practice at the University of Virginia and spoken on international trade in numerous forums.
