Professor Hipfel is also a graduate of the U.S. Naval War College and Army Command and General Staff College. He is a former partner of the law firm of Fine & Hatfield where he practiced labor law specializing in union contract negotiations and pension and employee health benefit plans. A former member of the United States Judge Advocate General’s Corps, he largely practiced international and domestic environmental law while on active duty. As a JAG he served as the acting Ocean Affairs Advisor to the Under Secretary of Defense for Policy. He is currently the environmental legal counsel at the Office of Naval Research. He has taught at several universities including the U.S. Naval Academy.
