Jennifer A. Manner

B.A., State University of New York-Albany; J.D., cum laude, New York Law School; LL.M.(International and Comparative Law), with distinction, Georgetown. Professor Manner is Vice President of Regulatory Affairs for Skyterra Communications, Inc., a producer of satellite and terrestrial communication services. Prior to joining Skyterra, Professor Manner was the Senior Counsel, Federal Communications Commission to Commissioner Abernathy for international and wireless issues at Worldcom. Prior to joining the FCC she was Director of International Alliances where she was responsible for designing and implementing global market access strategy. Prior to this position, she was the Associate Counsel for Market Access and International Spectrum Service at Worldcom. Professor Manner was an Associate in the Communications Group at the law firm of Akin, Gump, Strauss, Hauer & Feld LLP, where she represented satellite systems operators, satellite service providers, common carriers, air-to-ground service providers, equipment manufacturers, cellular service provider, broadcast entities and new technology services provider in domestic and international form. She also served as Attorney-Adviser in the International Policy and Accounting and Audit Divisions of the Common Carrier Bureau at the Federal Communications Commission, and was Attorney-Advisor to the Chief of the Mass Media Bureau. Ms. Manner has two books published, Global Telecommunications Market Access and Spectrum Wars, as well as numerous articles on telecommunications regulation. She is also active in several professional organizations.
