Professor Vaughn is a counsel in the International Trade Group at Skadden, Arps, Slate, Meagher & Flom LLP, where he focuses on international trade litigation and policy issues. He has extensive experience litigating complex cases involving antidumping, countervailing duties, and safeguards before numerous agencies and tribunals, including the U.S. International Trade Commission, the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, bi-national panels established pursuant to the North American Free Trade Agreement, and the World Trade Organization. He also advises clients on policy matters related to international trade, including the relationship between U.S. trade laws and U.S. WTO obligations, the potential impact of new rules to limit carbon emissions on international trade, the extent to which China has complied with its WTO obligations, how U.S. AD/CVD laws compare to such laws in other countries, and how new trade agreements might affect U.S. trade policy.
