B.A., M.A, Yale University; J.D., Georgetown University. Professor Castillo is a partner in the firm of Levine, Blaszak, Block & Boothby, LLP. He has negotiated agreements on behalf of enterprise customers for a variety of voice and data services, including wireless, interexchange, and local exchange services. In addition, he has represented both large and small telecommunications customers in disputes with carriers before the Federal Communications Commission and in arbitration proceedings. In the regulatory arena, he has represented clients in administrative proceedings regarding digital television, Universal Service Fund contributions, local number portability charges, and international mobile termination surcharges. From 1994-97, Professor Castillo served as a Trial Attorney in the Commercial Litigation Branch of the Department of Justice, where he worked in the Civil Fraud Section representing various government agencies in cases involving violations of the False Claims Act. Professor Castillo also clerked for the Honorable John A. Terry of the D.C. Court of Appeals.
