Professor Dobrev is Legal Counsel at the World Bank Group, MIGA. His work at the World Bank Group focuses on the legal and political risk aspects of international development projects, including on issues relating to international investment law, project finance, concession agreements, public-private partnerships, and sovereign debt obligations.
Prior to that, Professor Dobrev practiced law in three different jurisdictions – in New York, at the international law firm of Davis Polk & Wardwell LLP, as well as in Toronto (Canada) and Sofia (Bulgaria). During his 5 years at Davis Polk, he represented multinational companies in complex international commercial transactions, including project and acquisition finance, M&A and derivatives. He has also managed Davis Polk associates in projects assisting the Public International Law & Policy Group, a Nobel Peace Prize nominee. Professor Dobrev has also represented individuals seeking asylum based on political persecution.
Professor Dobrev has law degrees from both a civil law system (Sofia University, Bulgaria) and a common law one (J.D. from Osgoode Hall Law School in Toronto). At Osgoode (ranked one of the top law schools in Canada), he won overall Bronze Medal and First Prizes in Contracts and Constitutional Law, and worked as an editor of the law journal. In addition, Professor Dobrev has a LL.M. degree from the University of Toronto. Professor Dobrev has spoken at various conferences, including the 2015 Annual SLSA Conference in the United Kingdom, the 2012 University of Ottawa Conference dedicated to the 30th anniversary of the Canadian Charter of Rights and Freedoms, and the 2007 Annual Canadian Tax Foundation Conference.
Professor Dobrev is a member of the New York Bar and the Law Society of Upper Canada.
