Ethan S. Burger is an Adjunct Professor at the Georgetown University Law Center and Senior Counsel to the law firm Maxwell & Barke LLC. Mr. Burger has practiced law for more than 18 years. He has written more than 50 articles, which have appeared in academic and professional journals. In addition, he is a regular contributor to the On-Line Journal "Russia Profile"'s Expert Panel.
He specializes in Russian-related legal matters as well as country conditions in both Belarus and Russia, international economic crime (e.g. the Bank Secrecy Act (BSA), the Foreign Corrupt Practices Act (FCPA), and the Racketeer Influenced and Corrupt Organizations (RICO) Act cases), age discrimination matters (e.g. the Age Discrimination in Employment Act (ADEA)), and professional responsibility/legal malpractice issues -- in particular, international legal malpractice as a result of insufficient due diligence. He has been an arbitrator for the D.C. Bar's Attorney/Client Arbitration Board for 12 years.
He has taught Business Organizations, Comparative Corporate Governance, International Economic Crime & Corruption, International Practice & Ethical Dilemmas, and Conflict and Resolution of Problems in Post-Soviet Russia at Georgetown, Washington College of Law (American University), Universidad Sergeo Arboleda (Bogota, Colombia), and the University of Baltimore.
He has given presentations at numerous events including those of the Academy for Legal Studies in Business, American Association for the Advancement of Slavic Studies, American Bar Association, Columbia University's School of International Affairs, International Bar Association, International Law Institute, International Monetary Fund, the Institute for State and Law (Moscow), Kennan Institute, the London Business School, the National Law School of the University of India (Bangalore), New York University's School of Law, the Royal Institute of International Affairs (London), the University of Toronto's Centre for Criminology, and the World Bank.
He has been an expert witness in administrative proceedings, arbitrations, and judicial matters, as well as appeared on radio and television both in the United States and abroad. He received his B.A. from Harvard University (Magna Cum Laude, 1981) and law degree from Georgetown University Law Center (Cum Laude, 1989).
