He is an Adjunct Professor at the Washington College of Law where he teaches International Business Transactions in Latin America and Latin American Law. He practiced law for over a decade in Chile in the public and private sectors. In the public sector, he served as general counsel for two cities and for the regional branch of a government agricultural development agency, and as a staff attorney for the Chilean Agency for International Cooperation. In the private sector, he worked as an associate with Grasty Quintana Majlis & Cia., a leading Chilean law firm, focusing his practice on international business transactions in the areas of infrastructure, mining, machine manufacturing, toll road concessions, communications, aquaculture, agricultural exports, energy, and real estate. Professor Figueroa also served as in house counsel for the Chilean branches of two multinational corporations. He has also been a consultant with the Center for International Environmental Law, the Environmental Law Institute, and Muñoz Investment Banking Group, LLC. in Washington, D.C. He has also authored several articles on comparative civil and common law issues, including “Is the Lack of Trusts an Impediment for Expanding Business Opportunities in Latin America?” (2007), and “Conflicts of Jurisdiction Between the United States and Latin America in the Context of Forum Non Conveniens Dismissals” (2005). He has published two books in Spanish: “Enforceability of International Commercial Arbitration Decisions (2001),” and “Environmental Law in Private Practice” (2005), the latter of which received a book award from the Inter-American Bar Association. He is currently a Senior Legal Information Analyst on Latin American Law at the Law Library of Congress.
