James A. Gresser

B.A., J.D., University of Notre Dame; LL.M., University of Cambridge. Professor Gresser is an Attorney - Adviser in the Office of the Assistant Legal Adviser for Diplomatic Law and Litigation at the U.S. Department of State. There he advises on issues arising under the Foreign Sovereign Immunities Act, the Vienna conventions on diplomatic and consular relations, the Act of State doctrine, and other rules of U.S. and international law governing jurisdiction over foreign states and their officials . He is also involved in representing the U.S. government's interests in cases brought in foreign courts. Before joining the Department of State, Professor Gresser worked for the Department of Justice in London and Munich, and taught for several years in Notre Dame Law School's London Law Program.
