Professor Gresser is an Attorney - Adviser in the Office of the Legal Adviser at the U.S. Department of State. In that capacity, he is one of a small team of lawyers advising the Bureau for European and Eurasian Affairs. Most recently, his work has focused on legal issues related to the Russian Federation and Ukraine. Before joining the Department of State, Professor Gresser worked for the Department of Justice in London and Munich, and taught for several years in Notre Dame Law School's London Law Program.
