Professor Morgan is a former full-time law professor who is currently a partner in the Washington, DC law firm of Blank Rome LLP. For more than 15 years, he served as the general counsel to one of Washington’s largest law firms. He has published a number of articles on legal and governmental ethics, and is the co–author of a book on post-Watergate ethics, The Appearance of Propriety: How the Ethics Wars Have Undermined American Government, Business and Society. He also is an adjunct professional lecturer at the Kogod School of Business and the School of Public Affairs at American University. Professor Morgan’s law practice has involved litigation and counseling in both civil and criminal matters, including in multiple federal independent counsel investigations. The core of his legal practice in recent years has been complex dispute resolution.
