Professor Quarles is a Special Counsel in the Office of International Corporate Finance in the Division of Corporation Finance at the Securities and Exchange Commission. Professor Quarles joined the Office of International Corporate Finance in 2009, where her work includes: providing interpretive guidance to foreign issuers, industry participants, and investors on matters relating to the federal securities laws; participating in SEC rulemaking initiatives involving foreign issuers; reviewing disclosure documents from foreign companies and sovereign issuers, and serving as a delegate to the Corporate Governance Committee of the Organisation for Economic Co-Operation and Development.

Before moving to the Office of International Corporate Finance, Professor Quarles served as Special Counsel in both the Office of Consumer Products and the Office of Natural Resources at the SEC. Before that, Professor Quarles was a Counsel at the law firm of WilmerHale (formerly Wilmer, Cutler & Pickering). Professor Quarles is a graduate of the University of Maryland School of Law and received a Bachelor of Business Administration degree from Loyola University Maryland.
