Georgetown Law Closed: Wednesday, March 21
The Law Center is closed due to inclement weather. All activities and services, including classes and scheduled events (student organization meetings and events, CLE, and conferences), are canceled. All administrative offices are closed. The food services operation, fitness center and Early Learning Center are closed. The library is closed. It is expected that only designated emergency employees will come to the Law Center to fulfill their responsibilities. All others -- including students, staff, faculty, and visitors -- are expected not come to the Law Center, which will not be staffed to support anything other than essential life safety and snow/ice clearing functions.

Professor Small began his international law and relations career in the Office of the Legal Adviser of the US Department of State in 1966, as staff attorney in United Nations Affairs. He served in the US Mission Berlin during the critical period of West Germany’s Ostpolitik and as Assistant Legal Adviser (i.e., Office Director) for Near East and South Asian Affairs during the Carter Administration. He also served as Assistant Legal Adviser for International Organization Affairs; for Economic, Business and Telecommunications Affairs and for Oceans, Environmental and Scientific Affairs before becoming Deputy General Counsel of the OECD in Paris and then its General Counsel. Since 2006, he has been a consultant, advising international organizations. Professor Small has been involved in the negotiation of many international instruments and agreements, including UN Security Council Resolution 242 on the mid-east conflict, UN treaties and declarations on outer space, the 1971 Four Power Agreement on Berlin; the 1975 Helsinki Final Act (CSCE); the 1977 Camp David Accords; the 1979 Egypt-Israel Peace Treaty; bilateral investment treaties; the OECD Multilateral Agreement on Investment and the 1997 OECD Convention on Combatting Bribery of Foreign Public Officials. Professor Small has participated in several cases before the ICJ and has pleaded numerous cases before international administrative tribunals.
